Dogs love two things.
They like chasing things and liked to be chased.
When you chase a dog, it will do everything to keep the chase going.
As long as the dog can see you, it will invite you to chase him.
At the end, you both are tired.
When the dog cannot see you, it will revert to chasing you.
It will come looking for you.
Your customers are not different.
When you are pursuit mode, they will do everything to avoid you.
If you eventually end up getting that customer, it is likely to be on their terms.
